A foreign tourist had money snatched from their hand by an adult male suspect who fled on foot with the loss. Citizens chased the suspect and detained him until officers arrived at which time they determined that the suspect was gravely disabled due to a mental condition. The suspect was taken to the hospital where staff recognized him as a person who had been released just two hours earlier from a 5150 hold, the suspect was again placed on a 5150 hold. The victim declined prosecution as they were leaving the country tomorrow.
