Train Delay/Psychological Evaluation- Ashby Station

A train operator reported seeing a man in the tunnel, north of Ashby station, adjacent to the R-1 tracks.  Officers boarded a Richmond train which stopped in the tunnel and picked up the subject.  The man was determined to be in need of a psychological evaluation.  He was transported to the John George Psychiatric Pavilion.  Train service was delayed for 22 minutes.  The TSOC was notified.

A subject jumped down onto track way from the platform causing the SF bound train to hold and the third rail to be powered down.  The subject was extremely agitated when officers arrived.  Officers were able to get the subject safely off of the track way and detain him on the platform.  It was determined that the subject was in need of a psychiatric evaluation.  The subject was transported to SF General on a 5150 W&I hold.  Trains were delayed for approximately 6 minutes.  TSOC was notified.

Officers responded to the station on a report of a man hanging over the platform. Trains were held for 29 minutes while the officers were successful in talking the man down from the platform and into their custody. A CSO was patrolling the top level of the parking structure when she noticed a male walking to the rear of the lot.  The male then put his leg over the wall and climbed on the edge/wall of the structure.  The CSO was able to talk him into coming down from the ledge.  The male told responding officers that he was planning to jump off of the structure.  The male was transported to John George Pavilion for psychiatric evaluation.

A male entered the trackway, climbed over the barbed wire fence and entered the west bound lanes of I-580.  CHP conducted a traffic break until the male could be contacted.  A CHP officer eventually detained the male and gave custody of him to BART Officers.  The male told BART Officers that he was trying to get away from negative energy.  He was transported to John George Pavilion on a psychiatric evaluation hold.  Trains were not delayed since the male had already left the trackway when the report was received.

Richmond -

While at the station, an officer received a report that a man was walking on the track way from the platform area. Power was dropped wayside for two minutes while the officer contacted the person and escorted him onto the platform. It was determined the man, identified as Pawel Lasiecki (W/M 1/15/72), was trying to pick up garbage. Lasiecki was released at the scene. At 1256 hours, BART Central was advised that Lasiecki had returned to the same area in right-of way to retrieve garbage. An officer again responded and arrested Lasiecki for trespassing. Trains were held for ten minutes. Upon further investigation, it was revealed that Lasiecki was collecting needles and crack pipes haphazardly, which led officers to believe he was a danger to himself. Lasiecki was transported by paramedics to Contra Costa County Hospital for psychiatric evaluation. TSOC notified. 1209-152 L12

Psychiatric Evaluation/Sex Offender out of Compliance

MacArthur - 1208-4284

The station agent called to report a male in the free area yelling and creating a disturbance.  The station agent then reported that it appeared to her that the suspect had punched a male patron in the arm and pinched a young girl on the buttocks.  The station agent reported that the male victim had left the area and the female victim was on the platform.  The agent tried to get the female victim (approx 14 years old) to stay and wait for officers, but she refused and boarded a train.  Officers arrived and contacted the suspect, who was determined to be a sex offender who is out of compliance with his registration requirements.  An officer was able to intercept the train with the female victim and make contact with her.  She told the officer that the suspect may have grabbed at her, but she was not touched in any way and she did not want to make a report.  The officer identified her and will make contact with her parent to make them aware of the circumstances.  Officers dealing with the suspect determined that he was a danger to others and unable to care for himself, so he was transported for a psychiatric evaluation.  A police hold was placed on him and he will be booked for being a sex offender out of compliance once he has been evaluated/treated.  The SAFE Task Force was notified of the case.

Officers responded to a report from passengers of a panhandler aboard a Richmond train who claimed to have a gun.  The suspect was located, found to be unarmed, and determined to be in need of a psychiatric evaluation.  He was transported to the John George Psychiatric Pavilion.  Train service was delayed for 10 minutes.

Trains were held out of the station for a report of a male sitting on the edge of the platform with his legs hanging over the trackway.  Officers arrived and took the male into custody without incident.  The male made statements that he was trying to harm himself, so he was transported to John George Pavilion for psychiatric evaluation.  Trains were delayed for approximately 7 minutes due to the incident.

Officers responded to the station on a report of a person yelling and screaming that he wanted to kill himself and others while on the platform. The subject threw his shoes away, ripped a telephone off the wall, and had taken his clothes off. Officers arrived at the scene and detained the subject, who was transported via paramedics to the John George Psychiatric Facility for evaluation.

West Oakland - 1207-0779

The station agent at Embarcadero Station called to report a theft.  The agent said that a suspect had taken some items from a female patron.  The suspect dropped the items and the victim was able to retrieve them.  The suspect went to the platform and boarded a Pittsburg bound train.  The victim left the area and did not leave any identifying information with the agent.  Based on the detailed description of the suspect that the station agent was able to provide, officers intercepted the train at West Oakland Station to attempt to identify the suspect.  As officers arrived, they noticed a male matching the description given.  Before he could be detained, the suspect went to the south end of the platform and was threatening to jump off of the platform.  Trains were held out and power was taken down for approximately 9 minutes until officers were able to talk the suspect into coming away from the ledge and giving himself up.  The suspect was then detained for a psychiatric hold and transported via ambulance for treatment.  The victim of the original theft never came forward.

A man was seen removing his clothing on the platform at Richmond Station.  He then walked north on the tracks toward the Richmond Yard.  Power was dropped in the yard and responding officers located the man near the tower.  The man was detained after a short struggle and it was determined he was unable to care for himself.  He was transported to Doctor's Hospital for psychiatric evaluation.

A passing train operator reported a man acting strangely on platform #1.  The man was at the extreme north end of the platform and was yelling and gesturing wildly.  Trains approached the station in road manual mode as a precaution.  When responding officers approached the man, he climbed onto the railing of the aerial and sat, dangling his legs over the side.  A crowd of onlookers gathered in the bus zone area below the platform.  Power was dropped and the station was closed.  Officers were finally able to gain the man's cooperation and he was detained for psychiatric evaluation.  The man was transported to John George Pavilion for evaluation and treatment.  Train service was delayed for approximately 15 minutes as a result of this incident.

A patron reported a man acting strangely on the top level of the parking structure.  The man was standing near the edge and staring down at the ground and the patron was concerned that the man might be preparing to jump.  Responding officers were able to gain the man's cooperation and determined he was a danger to himself.  He was detained for psychological evaluation and taken to Contra Costa County Hospital for treatment.

A sergeant and officers responded to a report of a man waving a gun aboard a Pittsburg train at the station.  An officer  detained the suspect, who had a toy gun in his possession.  The suspect had pushed a woman and elbowed a man, but the victims declined to press charges.  The suspect was determined to be in need of a psychiatric evaluation.  He was transported by ambulance to a local hospital.  Trains were delayed for 16 minutes.  The TSOC was notified.

Trespassing on Track Way / Psychiatric Detention

24th St. Mission - 1204-1999

A male suspectapparently jumped down onto the southbound track way and was waiting for an on-coming train to enter the station.  A train did, but was able to stop before reaching the suspect who was mid-platform.  Power to the electric third rail was cut-off by BART Central.  Radio communication was down in the area, making it difficult to communicate with BART personnel on-scene.  The suspect could be seen on closed-circuit video, pacing back and forth on the track way and directly in front of the train.  SFPD was contacted and they also received numerous 911 calls regarding the situation, and sent a group of officers to the scene.  Several SFPD officers jump down onto the track way and physically moved the subject to the platform. It was determined the suspect may have mental issues and was a danger to himself, and he was subsequently detained for psychiatric evaluation.  BART PD records show two prior contacts for the same type of action by the suspect earlier this year (Case #1202-0881 and #1202-1348), with the subject being detained for psychiatric evaluation in both cases.  Trains were delayed for 22 minutes.

19th St. Oakland - 1204-0843

An officer responded to complaints received by the ISRC of a man yelling and disturbing patrons aboard the train.  When the officer arrived, he heard the suspect yelling aboard the train.  Several patrons pointed out the suspect, but none were willing to place him under citizen’s arrest.  The suspect was found to have three no-bail misdemeanor warrants for assault with a deadly weapon (out of Oakland PD), possession of a controlled substance (out of Oakland PD), and disorderly conduct/soliciting a lewd act (out of UC Berkeley PD).  The suspect was arrested on the warrants and debriefed by a sergeant.  The suspect was transported to the John George Psychiatric Pavilion for a psychological evaluation after Glenn Dyer Jail declined to accept him.

Pleasant Hill/Contra Costa Centre - 1204-0624

A female patron called to report a suspicious male on the train who was reaching into his pants and masturbating while staring at a female patron.  Officers intercepted the train and made contact with the male suspect.  The witness identified the suspect and placed him under citizen's arrest for committing a lewd act in public.  The suspect has prior criminal history for similar offenses.  The suspect told officers that he wished to harm himself, so he was placed on a psychiatric evaluation/hold.  Once cleared/treated, he will be picked up for booking on the lewd act charge.

19th St. Oakland - 1203-1463

A BART officer contacted a suspect for fare evasion near the fare gates.  During the contact, the suspect gave the officer a false name.  The name the suspect gave the officer came back with a $10,000 felony warrant out of Richmond PD.  When the officer attempted to handcuff the suspect, he pulled away from the officer stating that he was not going to jail.  After a brief struggle, the officer was able to handcuff the suspect.  The suspect then made statements to the officer that he wanted to kill himself.  The officer was able to determine the suspects true identity which came back with a misdemeanor "no bail" warrant for domestic violence out of Oakland PD.  The suspect was also on probation for domestic violence.  The suspect was taken to Summit Hospital where he was sedated before being taken to John George Psychiatric Hospital.  The suspect was placed on a 72 hour psychiatric hold with a police hold.  After release from John George, the suspect will be booked into jail for Resisting Arrest, False ID to an Officer, Probation Violation and Fare Evasion.  There were no injuries to the officer or suspect.  Video was requested.

A CIT (Crisis Intervention Trained) officer was dispatched to the Concord station on a report of a male subject screaming on the platform.  At one point, witnesses heard the male stating that he was going to kill people.  Trains were held for approximately 5 minutes as the subject was detained by officers.  The subject was transported to the Martinez County Hospital on a 72 hour psychiatric detention.

Officers responded to the 19th St. station on a report of a man threatening to jump in front of a train.  Trains were held out of the station while medical personnel staged above the station until the arrival of officers.  Officers detained the subject near the station agent's booth and trains were released.  The subject was transported by ambulance to Alta Bates hospital on a 72 hour psychiatric detention.  Trains were held for approximately 7 minutes.

Patrons reported to the station agent at West Oakland station of a male suspect threatening patrons on the train with a knife.  Multiple officers met the train at the Lake Merritt station and detained the male suspect without incident.  Officer The suspect was in possession of a letter opener that is shaped like a knife.  Officers determined the suspect may have mental issues and was a danger to others, was subsequently detained for psychiatric evaluation.  The detainee was transported to the hospital by responding medical personnel.  A records check of the detainee showed he has prior contacts for psychiatric detention with the BART and Oakland Police Departments.

An adult male who was suffering delusions walked approximately 20 yards off the platform at Embarcadero Station into the #1 bore toward Oakland.  Central reported the occurrence to the ISRC.  Trains went into road manual mode.  A train operator on a SFO bound train stopped the train and spoke to the man from the T/O cab.  Subject (BM, 09/11/64) then walked back to the platform, sat down on the floor and was contacted by BART Officers.   The subject said people were following him and that he was hearing voices and wanted to commit suicide.  He was placed on a 5150 W&I psychiatric hold and transported to San Francisco General Hospital.  OCC reported the incident caused a ten minute delay in service. The mother of a 17 year old juvenile called on 2/28 at 2146 hours to report that her son was missing and suicidal.  She said that he told her over the phone that he would harm himself if officers approached him.  On 2/29 at 1046 hours the mother called to provide more information regarding her son's whereabouts.  She believed that he may travel on BART from Dublin to Daly City.  A CSO noticed a male standing on the platform at the West Dublin Station who matched the  description given.  Officers responded, made contact with the male and determined that he was the son of the reporting party.  He was transported by ambulance for psychiatric evaluation.

The station agent phoned Dispatch to report a female on the platform that was walking around yelling and appeared to be in a daze.  An officer responded to the station and contacted the subject.  The officer determined the subject was unable to care for her own safety and detained her for psychiatric evaluation.  The detainee was transported to the county hospital by responding medical personnel.
