A sergeant and officers responded to the bus zone are of the station regarding the report of an in-progress fight. The officers attempted to contact one of the involved parties, later identified as the suspect, who was uncooperative, agitated and in control of a stroller containing a small child; the suspect was later determined to be the child’s father. As one of the officers attempted to reason with the suspect, he placed the child between himself and the officer while also exhibiting pre-assaultive behaviors. Eventually, the suspect pushed the stroller (still containing the child) into the bus zone as another officer pointed a Taser at the suspect and ordered him to the ground. Although the suspect did not readily comply, he eventually did and was safely placed in handcuffs without (police) force being used. The other involved party, later identified as the victim and mother of the involved child, was located and explained that the suspect had earlier forcibly taken the child from her, battered her about the face and pulled her hair, while also snatching her cell phone from her grasp as he believed she was calling police. The officers then placed the suspect under arrest for domestic violence, child endangerment, kidnapping and preventing the use of a communication device to summon police assistance. As a result of being battered, the victim sustained a minor injury, but refused medical assistance; the child was not injured. Officers obtained an emergency protective order and issued the suspect a prohibition order before booking him into the county jail.
