Assault with a Deadly Weapon/Kidnapping/Sexual Battery/Suspicious Circumstances (Cold Phone Report)

An officer was dispatched to call a female victim regarding a possible suspicious circumstances report. The officer called the female victim who stated she was currently somewhere in San Francisco. The victim told the officer that she was unable to make it to the station to make an in-person report. The female victim reported the following: The victim stated that earlier in the day, she called her sister and her adult niece to be picked up at the El Cerrito Del Norte Station. The victim said she additionally called a male friend she used to know to meet her there as well. The victim stated when she got to the station, she saw her sister and niece as well as the male acquaintance who was in a silver Audi with paper license plates. The victim said that there was a male and female Hispanic couple in the back seat of the suspect vehicle at the time. The victim stated that she got into the male subject’s car to tell him she no longer needed a ride. The victim stated that when she did this, the male subject drove off against her will and locked the car doors. The Hispanic male, who was seated in the back seat, allegedly grabbed the victim’s breast and when she resisted, both the Hispanic male and Hispanic female pulled her hair and choked her. The victim stated that when she was able to open her door to escape, the male suspect purposefully accelerated his vehicle causing her to fall to the ground and injure her leg and hand. The victim stated she did not go to the hospital. The victim stated she only knew the suspect by name and described him as a Black male, dark complexion, dreadlock hairstyle. While speaking to the victim over the phone, the officer learned that the victim’s sister and adult niece were with her. The officer asked the victim if he could speak to them about what they witnessed but the victim stated that they did not wish to make a statement. The reporting officer will be requesting for station video and officers were assigned to canvass the area for additional video evidence and witnesses. The on-call detective was also notified. The reporting officer attempted to re-contact the victim for additional information but was unsuccessful.
